Asur Confident of Winning Bid to Build and Operate the Riviera Maya Airport
MEXICO CITY (FORTUNE) – Grupo Aeroportuario del Sureste (Asur) has prepared the financial bid to seek win the tender to build and operate the airport in the Riviera Maya, a project that will involve an investment of between 250 and 300 million dollars (mdd). Fernando Chico Pardo, chairman of the board of directors of the company is confident that they will be awarded the the project, given their proven technical expertise and financial strength.
“We hope the experience we already have is highly regarded, the Cancun airport (currently operated by Asur) is the best in Latin America and the third best in the world ranked by the International Civil Aviation Organization (ICAO). We do things optimistically, we will do our best to win, “the businessman said in a telephone interview with FORTUNE.
Having passed by two stages of prequalification there are currently three groups in the bidding process, Grupo Mexico and Grupo Aeroportuario del Pacifico (GAP) and Tradeco that goes with Corporate America (South American firm) and Ashur.
“Two pre-qualification processes have passed, the next step is the opinion of the CFC (Commission Federal de Competencia). The three groups have delivered the documentation and the CFC is doing its final analysis. The legal deadline expires Later this month, “explained Chico Pardo.
From there the next step is to make a financial offer. It is estimated that after the permission of CFC, the players still in the fight will be about 45 days to submitting the tender.
On May 10, 2010 the SCT published in the Official Journal of the International Federation of the public call to start the process and get the 50-year concession to build, operate and manage the international airport in the Riviera Maya in Tulum, Quintana Roo .
Its construction is intended to increase the airport infrastructure in the country and trigger economic activity in the Southeast. The new Airport to be built in the Municpality of Tulum is expected to receive 700,000 passengers in its first year of operation and to reach 3 million people in the third year.
The airport complex will be located in an area of more than 1.500 hectares of land and will include the construction of the terminal building, a 3,450-meter runway, taxiways, operational areas, fuel station and control a tower.
“We build Terminal 3 and Track 2 of the Cancun airport, if you added them, it is the equivalent of this new Airport of the Riviera- It’s like another airport, and thus our experience our technical ability becomes relevant, “said the president of ASUR.
He added that the submission of its offer includes a spectacularly detailed development of what they will do. “In this document we describe the building process of the airport. The best offer will win.
In accordance with the rules, the winning bidder of the Riviera Maya airport will be the lowest rate charged to the end user.
“When auctioned for current airport groups (Pacific, North Central and Southeast), the infrastructure was already built. The best price paid to the government won, this was logical because the money is returned to use for the benefit of taxpayers. In the case of the Riviera Maya Airport, being a new airport, which starts from zero, the goal is the lowest en user rate, “said Chico Pardo.
This fee is fixed by each bidder based on the investment made and the estimated demand of passengers for the following years.
“We are in the final phase of the project and we trust Asur will win,” said the businessman. By March, we must have presented the economic proposals (including technical), over which the Federal Government will assess and decide.
Asur was the first privatized airport group in Mexico and manages nine air terminals, Cancun, Merida, Cozumel, Villahermosa, Oaxaca, Veracruz, Huatulco, Tapachula and Minatitlan, all in southeastern Mexico.
